When the PCTINCREASE default storage of the tablespace is set to 0. You can manually coalesce a tablespace by using ALTER TABLESPACE <TABLESPACE NAME> COALESCE.

When the tablespace is Oracle managed and the value of PCTINCREASE is set to some non zero value then SMON automatically coalesce the tablespaces automatically coalesce the tablespaces.
