Question: Aid crisis worsens in lebanon island
After suffering massive flooding at its home town of Malawi in February, South Africa has become the world's third most polluted city — according to the World Bank, after Dhaka and Johannesburg. (AP)
With its rich history and cultural culture, and a population roughly the size of Belgium, South Africa is one of the most livable countries on earth. Yet its pollution continues unabated as it builds massive new infrastructure and resorts to new technologies — in particular diesel generators and solar panels — to provide a steady supply of cheap, plentiful electricity to its residents.
With such a poor track record of climate change mitigation, critics have seized upon it as proof that South Africa is stuck in a cycle of economic growth and poverty — which is in sharp contrast to the rapid transition it's making to a low-carbon economy.
But while environmentalists have raised concerns about the rising cost of generating electricity, in recent years the rate at which South African electricity consumption has grown from 4.1 percent of its 2009-2010 baseline in 2005 to the current 30.6 percent — which is 1.1 percentage points more than it was in the late 1990s — does not match recent trends.
South Africa's growing dependence on wind and solar energy, despite the country's impressive global reputation as a wind energy leader, also underscores the enormous challenges that the country faces as a low-carbon economy and a leader in reducing greenhouse gases.
One recent report, however, sheds light on how South Africa is faring against environmental challenges even as it goes about its business as usual.

South Africa's electricity supply has more than doubled between 2008 and 2012 from the late 1990s through to 2013, according to a report written by the Wind Energy Systems Research Alliance (WEER) and released last month in the journal Science Climate Change. The peak generation for those years was around 12 GW. The wind energy sector has grown in size and scope in South Africa while making little effort to invest in the transmission, distribution and storage infrastructure that would help meet the additional peak demand.
"The rate of growth since 1998 is unprecedented," says John Taylor, the group's director of research, who believes the nation will peak at around 40 percent of its 2010 capacity by 2050. "At this pace, the wind energy sector has reached the threshold for 'peak carbon' in the global sense."
By way of comparison, the UK's nuclear power plants generate between 6 and 10 percent of total electricity, while coal-fired electricity plants consume as little as 1 percent of the nation's electricity.
