S9(4) COMP uses 4/2= 2 bytes to store the PARAM length whereas S9(4) COMP-3 uses same 4/2= 2 bytes plus 1/2 byte to store the sign bit, therefore a total of 3 bytes. Hence, we use the former.

in addition to above answer, as we know the max length of data that can be passed by parm is 100, s9(4)comp is preferable than the other.
